Banking

Opening a business bank account in Oman as a foreign owner.

Of every step in setting up an Omani company, this is the one that fails most often, and it fails late. The good news is that bank refusals are predictable. In almost every case, the reason was visible weeks earlier in the company's own file.

By the time a bank declines you, the company exists, the lease is signed, the capital is committed and staff may have been offered contracts. The founder is then explaining to a board that the Omani subsidiary is registered and cannot receive money.

Nothing in the incorporation process warns you, because the ministry that registers your company and the bank that will or will not bank it apply entirely separate tests, and they do not speak to each other.

Banks to approach in parallel, not one after another

1. Why it fails late

Registration entitles you to apply for an account. The bank then applies its own admission test and can decline a fully compliant company. It reads your commercial registration, your ownership chain, your source of funds and your business plan, and asks one question: does all of this describe the same, credible business?

2. The document pack, in the order the bank wants it

Assemble the whole pack before you approach any bank. A partial submission does not start the clock, it starts a correspondence, and correspondence with a compliance department is measured in weeks.

  • Commercial registration certificate, whose licensed activities will be read against everything else you submit.
  • Investment licence.
  • Memorandum and articles of association, notarised.
  • Chamber of Commerce membership certificate. The item most often missing, because founders treat it as a formality for later. The account cannot open without it.
  • Tax card or tax registration certificate.
  • Passports and residence visas of all shareholders and directors. Where a shareholder is a company, the chain is traced up to natural persons.
  • Board resolution authorising the account and naming the signatories. Since Ministerial Decision 245/2025, signatories must be shareholders, board members, managers or financial and administrative employees. A resolution naming an outside third party will be rejected.
  • Proof of business address and tenancy agreement.
  • A signed request on company letterhead.

Sequencing matters as much as completeness. The account cannot open before the commercial registration and Chamber membership both exist, and the tenancy must be the same one that appears on the municipality file. A compliance officer reads every inconsistency between documents as a reason to ask another question, and every question adds a week.

Plan one trip

Omani banks in practice expect the authorised signatory to attend a branch in person. Formation can be done remotely, but schedule one visit to Muscat around the account opening and, if you need it, your residence biometrics.

3. How long it really takes

Published timelines for Omani account opening diverge more than for any other step. Service providers quote around three days. Setup guides quote three to seven days after registration. More candid operators quote ten to twenty working days for a foreign-owned company. They are not describing the same company.

Three days is a best case for a company with a resident director, natural-person shareholders and a clean activity code. A foreign parent with offshore beneficial owners in the chain should budget four to eight weeks. Treat the short figures as sales copy. Apply as early as the documents allow, and do not commit a payroll date or supplier payment run that depends on the account existing.

4. Why banks refuse, in order of frequency

1. The registered activity does not match the business plan

This is the commonest single cause of rejection in Oman. If the CR says management consultancy and the plan describes importing and reselling equipment, the account is refused, not because either is objectionable but because they do not reconcile. Crucially, the bank verifies this independently of the ministry. MoCIIP checks that the activity code exists and is open to a foreign investor. The bank checks that the code explains your expected money flows. It is far cheaper to amend the code before you apply than after you are declined.

2. Opaque or layered ownership

Holding structures stacked through several jurisdictions, and beneficial ownership that cannot be established quickly, are a rejection risk in their own right. Your company must also keep its ultimate beneficial owner register current: it covers individuals holding 25% or more and must be updated within five working days of a change. An out-of-date register tells the bank something about the whole company.

3. Source of funds that cannot be documented

The question is not whether your money is legitimate but whether you can evidence its origin with documents, in English or Arabic, that a compliance officer can file. “The parent company is funding it” is not an answer. Audited parent accounts, a board resolution and a bank statement are.

4. Incomplete KYC material

Expired passports, a missing residence visa, an unsigned resolution, an old address. Ordinary, and entirely avoidable.

5. Ownership chains that trigger enhanced due diligence

Certain nationalities and sanctions-exposed connections move a file into enhanced due diligence, which in Omani banks frequently ends in refusal rather than delay. Iranian nationality in the chain is the documented case. This is about correspondent banking risk, not about Oman, and it is not negotiable at branch level. If it applies to you, raise it on day one.

6. Premises the bank will not accept

Some banks will not accept a virtual office, a coworking desk or an address shared by unrelated companies as proof of business address. Policies differ and are not published. Ask before you sign a lease you chose partly on price.

5. The business plan a bank will accept

Almost every foreign applicant submits the wrong document: either a fundraising deck, which reads as unsubstantiated, or a fifty-page strategy paper nobody in compliance will read. What the bank wants is ten to fifteen pages, specific and internally consistent:

  • what the company sells and to whom, named where possible;
  • where revenue comes from geographically;
  • the expected pattern of transactions: how many, what size, in from where, out to whom, in which currencies;
  • how the company is funded, and by whom;
  • who the directors and signatories are and what they have done before;
  • a simple three-year financial projection.

The test is reconciliation, not persuasion. A plan projecting OMR 800,000 of first-year turnover from a company capitalised at OMR 20,000 with no parent guarantee invites a question. A plan describing import volumes under a services activity code creates a contradiction no explanation resolves. Write it, then read it next to your CR extract and ask whether a stranger would conclude they describe the same business. That is exactly what the bank does.

6. Which banks

Foreign-owned companies in Oman are typically banked by Bank Muscat, National Bank of Oman, Bank Dhofar and Sohar International. International groups often use HSBC or Standard Chartered where the parent already has the relationship. Sohar International is popular with trading businesses that have large international payment flows; Bank Dhofar is stronger in Salalah and Duqm.

Beyond that, ask each bank directly about the minimum balance it will require of your company, its policy on your premises type, its appetite for your activity, and whether it serves the payment corridors you need. Approach two banks in parallel. It is not discourteous, and it roughly halves the elapsed time if the first declines.

7. What it costs to bank

ItemOMR
Account opening fee0–300
Minimum balance (sources differ)500–5,000
Monthly account charges10–30
Chamber of Commerce membership, Grade 4 (prerequisite)33
Tax card, two-year validity (prerequisite)10

Minimum balance requirements are bank-specific and, in practice, company-specific: a bank that is mildly uncomfortable with a structure prices that into the balance it asks for. Plan on the higher end, budget around OMR 5,000 sitting idle, and confirm the actual figure in writing during the application. It is easy to negotiate before the account opens and impossible afterwards. Figures verified August 2026.

What we do before any bank visit

We lay the commercial registration extract and the business plan side by side and read them as a compliance officer with forty files to clear this week. Roughly a third of the time, the two documents describe different companies. Every one of those mismatches is fixable in the week before an application, and very awkward to fix in the month after a refusal.

Frequently asked

How long does it take to open a business bank account in Oman?

Three days is a best case for a company with a resident director and simple ownership. A foreign-owned company with offshore beneficial owners should budget four to eight weeks from a complete application.

What documents do Omani banks need to open a company account?

The commercial registration, investment licence, notarised memorandum and articles, Chamber of Commerce certificate, tax card, passports and visas of shareholders and directors, a board resolution naming signatories, proof of address with the tenancy agreement, and a signed request on letterhead.

Why do Omani banks reject foreign-owned companies?

Most often because the registered activity does not match the business plan. Other common reasons are layered ownership, undocumented source of funds, incomplete KYC, nationality-related enhanced due diligence and premises the bank will not accept.

What is the minimum balance for a business account in Oman?

It is set bank by bank and often company by company. Published ranges run from OMR 500 to OMR 5,000. Budget for the higher end and confirm the figure in writing before the account opens.

Do I need to be in Oman to open the company bank account?

In practice the authorised signatory is expected to attend a branch in person, so plan one trip to Muscat around the account opening.
