Why this matters

A missed renewal is not a small problem.

Running an Omani company means dealing with at least six authorities, each with their own renewal cycles, deadlines, portals, queues, and Arabic-only correspondence. The CR renews every three years. The municipality licence is annual. OCCI is annual. The tax card has its own cycle. Each visa renews on its own anniversary. Labour clearances renew separately from work permits. Most foreign founders don't fully appreciate the cadence until something has already slipped.

The downstream cost of a missed renewal is asymmetric. A CR that lapses 30 days can freeze your bank account, block new invoices, void open tenders, and cascade into visa overstays. What does a PRO actually do in Oman?
A PRO (Public Relations Officer) is the Omani role responsible for a company's ongoing dealings with government bodies — MoCIIP for CR renewals, Royal Oman Police for visa amendments, the Ministry of Labour for work permits, the municipality for licence renewals, OCCI for chamber membership, and various ministries for sector-specific filings. The PRO walks the ministry corridors, queues at the counters, and handles the in-Arabic correspondence so the foreign founder doesn't need to. It's not a particularly glamorous role, but it's the one job in your company that — if done poorly — can shut everything else down.
Do I need a PRO retainer, or can I do it myself?
Technically you can do most filings yourself through the relevant government portals. In practice, foreign founders almost always retain a PRO because: filings are in Arabic, several still require physical presence at ministry counters, deadlines are easy to miss and expensive to recover, and one missed CR renewal can freeze your bank account, block invoices, and cascade into visa lapses. The retainer typically pays for itself the first time it prevents a single avoidable problem. The "I'll just do it myself" path tends to last about three months.

Marhaba's PRO retainer is published transparently: OMR 200/month (PRO Lite) for companies with up to 5 staff, OMR 400/month (PRO Standard) for companies with 5–20 staff including quarterly compliance reviews, and OMR 750/month (PRO Plus) for companies with 20+ staff with a dedicated PRO officer and Omanisation planning. Government fees and incidental costs (notarisation, courier, translation) are billed at cost on top of the retainer.
Is Marhaba itself the licensed PRO, or do you work with partners?
Marhaba Business Solutions LLC manages the PRO relationship for you and runs the day-to-day work, but the licensed PRO filings are executed by our partner PRO agents who hold the relevant Ministry of Labour licences and are authorised to file on behalf of client companies. The licensed agent retains formal compliance responsibility; Marhaba retains the client relationship and accountability for service delivery. You deal with one team — Marhaba — and we orchestrate the rest.
Do you work with companies you didn't form?
Yes — a significant portion of our PRO book is existing Omani companies who started with another consultancy and switched to us for ongoing compliance. The onboarding takes about a week: we collect your current CR, licences, visa stack, and renewal calendar; identify any gaps or upcoming expirations; and take over the renewal schedule from there. There's no setup fee and no minimum term beyond a one-month notice.
What happens if I want to leave the retainer?
One month's notice, at any time. We hand back a complete renewal calendar, all your authority logins, originals of every document we hold, and a brief on outstanding items. We'd rather a clean handover than a captive client. The PRO retainer is an operational service, not a hostage situation.
Do PRO services cover Omanisation compliance?
PRO Standard and PRO Plus include Omanisation reporting (the routine monthly/quarterly returns to the Ministry of Labour). PRO Plus adds Omanisation strategy and planning — sequencing your hires so you stay within ratio as you grow, identifying which roles are best to Omanise first, advising on training pipeline and graduate-hire credits. For companies crossing the 5-employee and 20-employee thresholds, this becomes one of the most important strategic decisions in the company's first three years.
What if I need an urgent filing right now?
Ad-hoc filings are turned around within 24 hours on Lite, 12 hours on Standard, and 4 hours on Plus during working hours (Sun–Thu, 08:30–17:30). Genuinely urgent matters outside business hours are addressed on a best-effort basis via WhatsApp. For predictable spikes — bank-account openings, tender deadlines, visa medicals — we plan ahead during the monthly cadence call so there's no scramble.
